The Open Care Expansion in Minnesota
Minnesota’s Open Care expansion allows school districts and local education agencies (LEAs) to receive Medicaid reimbursement for medically necessary nursing and health-related services delivered to eligible students.
This program expands access to funding for school-based health services provided to Medicaid-eligible students, with or without an IEP, when all state and federal requirements are met. Through Minnesota Open Care, districts can strengthen school nursing programs.

Who Can Bill?
Licensed Registered Nurses (RNs) and Licensed Practical Nurses (LPNs) providing covered services within their scope of practice.
