Idaho IEP and School Medicaid Billing

In Idaho in 2026, school-based special education services remain closely connected to Medicaid, which provides an important stream of federal funding to help cover eligible special education and related servicesRelated Services Support services (such as speech therapy, occupational therapy, or transportation) that are required to assist a child with a disability in benefiting from their educational program.. The IEP teamIEP Team A group of individuals, including parents, teachers, and specialists, responsible for creating, reviewing, and updating a student's IEP. is central to this work—developing each student’s Individualized Education Program to meet IDEA requirements and clearly document the special education, related services, and supplementary aids and supports the student needs to succeed.

For Local Education Agencies (LEAs), a key priority is accurately identifying and delivering Medicaid-reimbursable services for eligible students with disabilities. When Idaho schools align service delivery and documentation with Medicaid guidelines, they can strengthen compliance, improve reimbursement outcomes, and sustain the services that support students with disabilities in meaningful, individualized ways.

We typically submit claims based on a set schedule, the third full week of the month. However, we work with each district to customize this schedule to meet their specific needs.

The billing deadline is one year from the initial submission date. Subsequent rebills are due two years from the original submission date.

Section 504 presents a unique billing opportunity for schools in Idaho. Qualifying school districts now have the flexibility to bill Medicaid for health services provided to Medicaid-enrolled students with a 504 plan, not just those with an IEP.

A new referral is required every 365 days. Additionally, each signed referral must be reviewed and re-signed every 90 days to ensure the plan of action remains on track.
